The origins of the history of the Gargždai Library date back to the 19th century. The first knowledge about libraries and the spread of books in Gargždai is associated with the owner of the Gargždai Manor, Feliks Rönne. In the 19th century, a valuable library began to be collected at the F. Rönne Manor. Most of the books in this library are attributed to the exact sciences. With the help of his son Eugenijs Rönne, collections of zoology, minerals, porcelain items, and paintings were collected. E. Rönne is mentioned in sources as an educated person who was interested in art and wrote poems. Through his efforts, up to four thousand books were collected in the library, and in the second half of the 19th century, the Gargždai Manor was famous for its valuable and rare art and science publications, the manor library, and the museum. It is interesting that not everyone in Lithuania could access the manor libraries - they were used by representatives of the nobility, and it was impossible for an ordinary person to get a book here. However, the owner of the Gargždai Manor acted differently - he allowed anyone who wanted to read books in the library, on the condition that they take them with clean hands.
